The Association of California Water Agencies (ACWA) writes to express our oppose-unless amended position on SB 223, a bill that proposes to rewrite recently enacted statutory restrictions that apply to the discontinuation of residential water service for nonpayment. ACWA appreciates Senator Dodd’s intent of helping water customers avoid shutoffs for nonpayment. ACWA member agencies share that intent. Public water agencies have a good track record of working diligently with their customers on payment plans to help their customers avoid shutoffs.
