Marwan Khalifa Marwan Khalifa serves as Interim Executive Director of the Association of California Water Agencies (ACWA), the largest water organization of its kind in the nation. With a professional staff of approximately 40 employees and offices in Sacramento and Washington, D.C., ACWA is a statewide association whose approximately 470 local public water agency members are responsible for about 90% of the water delivered in California. Prior to joining ACWA, Khalifa served as Chief Financial Officer and District Treasurer for Mesa Water District (Mesa Water®). He oversaw the district’s operations of the Financial Services Department, and is highly experienced in complex financial planning, forecasting and accounting. He is also a Certified Public Accountant. Prior to joining Mesa Water®, he worked as a Managing Partner for Inception Business Consulting. Khalifa is a member of the California Board of Accountancy, California Society of Certified Public Accountants, California Society of Municipal Financial Officers, Government Finance Officers Association, and previously served on the Board of Directors for InFocus. He also serves on the Orange County Credit Union Board. Additionally, he was a finalist for the Orange County Business Journal’s 2022 CFO of the Year Awards. Khalifa has been an active member of ACWA and prior to serving as Interim Executive Director, served as an ACWA Board Member, Executive Committee Member, Finance Committee Chair and member of the ACWA Foundation Board of Trustees. Khalifa received a Bachelor of Arts in Administrative Studies with a concentration in accounting from York University, and a Master of Business Administration with a concentration in finance from Pepperdine University.
