Bylaws and Policies

  • ACWA Bylaws (PDF):  At the General Session Membership Meeting on November 30, 2022, members voted to amend and restate the Association’s Bylaws. The changes included amendments to:  (1) clarify language and to reflect consistency with other governance documents and daily operations; (2) implement changes to the Board Officers’ election process as recommended by the Election Task Force and approved by the ACWA Board; (3) incorporate California Corporations Code provisions allowing meetings to be held by electronic communications; and (4) restructuring and reformatting to incorporate a new numbering system.
  • Code of Conduct (PDF): ACWA’s Board of Directors is committed to ensuring that its members carry out their duties with integrity and respect; and honorably represent its agency members and the public they serve. The purpose of this Code of Conduct Policy is to set forth the expectations for ACWA Board Members, ACWA past presidents, as well as for all individuals who serve on ACWA Regional Boards of Directors, ACWA Task Forces, ACWA Committees, ACWA Subcommittees, ACWA Working Groups, or any other permanent, temporary, or ad hoc ACWA group (“ACWA Groups”) established by ACWA to conduct its business, with respect to their conduct while acting in their ACWA capacity on any of these ACWA Groups. Adopted by the Board of Directors on Nov. 22, 2013, as required by Section 4.12 of the Bylaws of the Association of California Water Agencies, as amended May 9, 2012 and Nov. 30, 2022. Revised by the Board of Directors on July 31, 2015, Feb. 3, 2023, and Nov 17, 2023.
