West Basin Promotes Barkev Meserlian to Executive Role by West Basin Municipal Water District Jan 31, 2020 Member Submitted News CARSON – West Basin Municipal Water District (West Basin) has selected Barkev Meserlian to serve as the District’s Executive Manager of Engineering and Operations. He was promoted to his new role after previously serving as West Basin’s Manager of Engineering. Barkev possesses a bachelor’s and a master’s degree in civil engineering, and has over 17 years of experience in the drinking and recycled water industry in both the public and private sectors. He is a California registered civil engineer, and an established department and project manager with diversified expertise in facility planning, design, construction, operations, and maintenance. “Barkev has quickly proven to be a highly knowledgeable and effective member of our leadership team during his time at West Basin,” stated Patrick Sheilds, West Basin’s General Manger. “His many years of experience managing significant water and recycled water projects and programs will be incredibly valuable to the District and its customers in the coming years.” In his new position as Executive Manager of Engineering and Operations, Barkev will assist the General Manager in directing and coordinating the activities of all District departments, with specialized focus on engineering, operations, capital projects, and water quality programs. He will also help the Executive team develop and implement a comprehensive set of district-wide goals, objectives and strategic plans as adopted by the West Basin Board of Directors.
