With the Governor and Legislature’s recent appropriation of over $228 million of Proposition 4 funding to DSCRLAP, we write to strongly encourage DWR to expeditiously and efficiently implement this important new state program by utilizing DSCRLAP’s statutory exemption from the Administrative Procedures Act (APA).
