The Association of California Water Agencies (ACWA) appreciates the opportunity to provide comments on the Environmental Protection Agency (EPA) and U.S. Army Corps of Engineers’ (collectively, the “Agencies”) proposed rule revising the definition of “waters of the United States” (WOTUS).1 ACWA’s more than 460 public water agency members supply over 90 percent of the water delivered in California for residential, agricultural, and business uses. ACWA members build and operate reservoirs and other
essential water-supply related infrastructure, including conveyance systems, groundwater recharge facilities, and water recycling projects.
