The Association of California Water Agencies (ACWA) appreciates the opportunity to provide comments on the State Water Resources Control Board’s (State Water Board) document Recommendations for an Effective Water Rights Response to Climate Change (Report) released in February 2021. The Report identifies data needs and recommendations to incorporate climate change into the State Water Board’s water rights application procedures and policies.
