The Association of California Water Agencies (ACWA) appreciates the opportunity to provide comments regarding the State Water Resources Control Board’s (State Water Board’s) December 18, 2020 Draft Water Rights Drought Effort Review: A Compilation of Stakeholder Comments on Previous Drought Efforts and Recommendations for Future Improvements (Draft Stakeholder Comments). ACWA represents over 450 public water agencies that deliver approximately 90 percent of the water used for residential, commercial and agricultural purposes in California. ACWA appreciates the State Water Board’s efforts to reach out to ACWA and other stakeholders for input regarding how to improve implementation of the water rights system during drought. As requested, the comments in this letter relate to the draft compilation as opposed to ACWA’s reactions to specific suggestions from stakeholders that State Water Board staff has compiled in the draft document.
