Agency: California Public Utilities Commission

Subject: Reply Comments of the Association of California Water Agencies on the Assigned Commissioner’s Ruling Seeking Energy Matinee Pricing Tariff Proposals

Letter excerpt:

ACWA’s membership overlaps heavily with that of the California Municipal Utilities Association (“CMUA”), and agrees with the comments submitted by CMUA and other parties requesting clarification on the relationship of an EMPT to other TOU proceedings, most notably the Commission’s examination of Energy Usage and Time of Use Rates in R.15-12-012. One of these other proceedings may achieve the objective of matinee pricing. Initiating this current effort may conflict with or duplicate these other proceedings.

III. CONCLUSION

While ACWA supports the Commission’s efforts to further the water-energy nexus, ACWA requests that the Commission carefully consider the concerns outlined above, and to review the unique impacts that EMPTs could have on the water sector prior to changing rate structures. ACWA is committed to working collaboratively on developing effective water-energy nexus programs throughout California.
