In March 2009, ACWA released its “Policy Statement Regarding Delta Vision Blue Ribbon Task Force Final Strategic Plan and Delta Vision Cabinet Committee Implementation Report.”

At ACWA’s urging in its 2005 report, “No Time to Waste: A Blueprint for California Water,” Gov. Arnold Schwarzenegger convened a Blue Ribbon Task Force to take an “outside the box” approach to resolving environmental and economic challenges, especially those related to the Sacramento‐San Joaquin River Delta.

The four policy principles, which center on the implementation of a comprehensive statewide plan for the Delta,  address Delta governance issues,  water rights, the importance of phasing in stages of a comprehensive package, and financial principles related to Delta solutions.
