IEUA Awarded for 28 Consecutive Years of Outstanding Financial Transparency by Inland Empire Utilities Agency Sep 23, 2026 Member Submitted News INLAND EMPIRE – The Inland Empire Utilities Agency (IEUA) has been awarded the Government Finance Officers Association (GFOA) Certificate of Achievement for Excellence in Financial Reporting for the Fiscal Year 2024/25 Annual Comprehensive Financial Report (ACFR). This marks the 28th consecutive year that IEUA has received this prestigious recognition. The GFOA represents over 25,000 public finance officials throughout the United States and Canada. The Certificate of Achievement for Excellence in Financial Reporting Program was established in 1945 to encourage and assist State and local governments to go beyond the minimum requirements of generally accepted accounting principles. It is the highest form of recognition in governmental accounting and financial reporting, representing a significant accomplishment by a government and its management. “IEUA and its outstanding professionals take pride in managing public resources responsibly and serving our community with the highest level of integrity,” stated Steve Elie, IEUA Board President. “To maintain this level of excellence for 28 consecutive years our staff must conduct extensive analysis, collaborate internally and externally, and consistently use their technical expertise to ensure continued compliance and award-winning financial reporting. We are grateful to GFOA for this honor and for recognizing staff’s ongoing commitment to excellence.” Produced fully in-house by IEUA’s Accounting Unit, the ACFR undergoes an extensive review by finance professionals with expertise in governmental accounting and financial reporting. It is judged by an impartial panel to meet the high standards of the program, which includes demonstrating a constructive “spirit of full disclosure” to clearly communicate its financial story and encourage a variety of audiences to read the report.
