Join the Coalition for Clean Air for a continuing legal education (CLE) webinar featuring Ellen Peter, former Chief Counsel for the California Air Resources Board (CARB), and Ann E. Carlson, UCLA Shirley Shapiro Professor of Environmental Law and Faculty Director of the Emmett Institute on Climate Change & the Environment. Together, they’ll lead a critical discussion on the California waiver under the Clean Air Act. This webinar is presented by the Coalition for Clean Air and Greenberg Glusker.

 

The webinar will explore:

 

  • The historical and legal basis for California’s authority to set stricter vehicle emission standards than the federal government, rooted in the state’s “compelling and extraordinary conditions
  • Key CARB regulations, including Advanced Clean Cars II and Advanced Clean Fleets
  • The EPA’s waiver approval process
  • How the proposed repeal of the U.S. Environmental Protection Agency’s 2009 Endangerment Finding may affect California’s ability to regulate mobile sources

 

Our speakers will discuss the revocation of three waivers by the federal government under the Congressional Review Act (CRA). They will examine the legal challenges now unfolding, including debates over the CRA’s applicability to EPA decisions and the broader consequences for cooperative federalism and national environmental policy.

 

Attendees will gain insight into the evolving legal landscape surrounding California’s emissions authority and its implications for the future of state and federal environmental regulation.
