Clean Truck and Bus Voucher Incentive Project Reopens Dec. 16 by ACWA Staff Dec 10, 2025 Water News The California Air Resources Board’s (CARB) Clean Truck and Bus Voucher Incentive Project (HVIP) will reopen for voucher requests Dec. 16. HVIP, launched in 2009, provides point-of-sale vouchers to make advanced vehicles more affordable. To support this funding cycle, CARB has released an Addendum to the Fiscal Year 2024–25 Implementation Manual. The addendum includes important program changes that may impact voucher eligibility and requirements. Key updates include: Eligible fleets can use HVIP vouchers to purchase Class 2b pickups Clean Fuel Rewards can now stack with HVIP for Class 8 truck purchases CARB recommends applicants review the full addendum before submitting a voucher request.
