The Association of California Water Agencies (ACWA) appreciates the opportunity to submit written comments to the California Department of Water Resources (DWR) on the Draft Annual Water Supply and Demand Assessment (AWSDA) Guidance. ACWA represents over 460 local public water agencies that supply water for domestic, agricultural, and industrial uses to over 90 percent of California’s population. ACWA’s members will be required to submit AWSDAs to DWR consistent with Water Code Section 10632. These plans will help guide suppliers’ drought response actions in accordance with their recently adopted water shortage contingency plans (WSCPs).
