The Association of California Water Agencies (ACWA) and California Water Association (CWA) appreciate the opportunity to submit comments to the State Water Resources Control Board (State Water Board) on the Proposed Emergency Rulemaking for the Prohibition of Activities and Mandatory Actions during Declared Drought Emergency (Proposed Rulemaking). ACWA represents over 460 local public water agencies that supply water for domestic, agricultural, and industrial uses to over 90% of California’s population. CWA represents water agencies that provide drinking water to just over 15 percent of the State and are subject to the jurisdiction of the California Public Utilities Commission.
