San Gabriel Valley MWD Welcomes New General Manager Jose Reynoso by San Gabriel Valley Municipal Water District Jul 10, 2025 Member Submitted News AZUSA — The San Gabriel Valley Municipal Water District (District) Board of Directors is pleased to announce the appointment of Jose Reynoso as the District’s new General Manager. Mr. Reynoso brings more than 25 years of public service experience in local government and water management. Prior to joining the District, he served in leadership roles in several San Gabriel Valley cities, including El Monte, Alhambra, Monterey Park, and Sierra Madre, where he most recently served as City Manager. His career includes extensive experience overseeing municipal water operations, having served as Water Superintendent, Deputy Public Works Director, and Director of Utilities. “Jose is a highly respected leader with a deep understanding of both municipal operations and water systems,” said Board President Dr. Steve Placido. “His regional experience and collaborative approach make him well-suited to continue the District’s mission in providing imported supplemental water to its member cities.” Mr. Reynoso holds a bachelor’s degree in Business from the University of La Verne. He has served on the Board of Directors for the Raymond Basin Management Board and previously represented the City of Sierra Madre as a liaison to the San Gabriel Valley Municipal Water District. This leadership transition follows the retirement of Darin Kasamoto, who concludes a distinguished public service career spanning more than 35 years. Mr. Kasamoto joined the District in 1997 as Assistant General Manager and was appointed General Manager in 2004. Under his leadership, the District invested in key infrastructure, maintained strong financial stewardship, and continued to deliver reliable imported water on behalf of its member cities: Alhambra, Azusa, Monterey Park, and Sierra Madre. Before joining the District, Mr. Kasamoto worked as a civil engineer for nine years at the Los Angeles County Department of Public Works. He earned a bachelor’s degree in Civil Engineering from Purdue University and a master’s degree in Civil Engineering from California State University, Long Beach. He is a registered Professional Engineer in the State of California. “We are incredibly grateful for Darin’s dedication and leadership,” said Dr. Placido. “He has earned the respect of the Board, staff, and stakeholders, and leaves behind a legacy of excellence that has positioned the District for continued success.” Mr. Kasamoto will remain available through August 31, 2025, to assist with the leadership transition. ### About the San Gabriel Valley Municipal Water District The mission of the San Gabriel Valley Municipal Water District is to provide reliable supplemental water for the communities of Alhambra, Azusa, Monterey Park and Sierra Madre in a cost-effective and environmentally responsible manner. The District was formed in 1959 after winning approval from the voters of Alhambra, Azusa, Monterey Park, and Sierra Madre. In anticipation of its long-term water needs, the District entered into a contract with the State of California Department of Water Resources in 1962 for the import of 25,000 acre-feet of water per year (now 28,800 acre-feet per year) from the State Water Project to supplement local water supplies in the San Gabriel Valley. The District is one of 29 State Water Contractors who obtain water from the State Water Project. The District operates the 38-mile Devil Canyon-Azusa pipeline, which connects to the State Water Project, as well as several other facilities, including a hydroelectric plant.
