Job Description

Services Desired. The Consulting Coordinator or General Manager title determination will be made by the ETSGSA JPA Board of Directors. Their primary responsibility will be to finalize, implement, manage, and update the GSP in compliance with the SGMA. The entity or firm selected will provide leadership and direction to member entities, ensure efficient and effective legislative and regulatory compliance, collaborate with state and local agencies, and facilitate outreach efforts with stakeholders to strategically comply with legal requirements and ETSGSA goals and objectives. An applicant must have a business entity or firm. The ETSGSA will not be contracting with an individual. A list of likely key responsibilities include:

  • Direct the operations and general administration of the GSA, including policy development and implementation, budget development and oversight, short- and long-range planning.
  • Ensure the timely and effective accomplishment of goals and objectives as determined by the Board.
  • Implement, manage, and update the Turlock Subbasin GSP, as needed.
  • Propose and administer various contracts and agreements to ensure SGMA compliance.
  • Identify future funding sources and develop and implement approved funding strategies.
  • Oversee the consultant selection process including determining scope of work, preparing requests for proposals, negotiation of terms and contract development and review; provide ongoing monitoring and evaluation of consultant contract performance.
  • Prepare and monitor applications for and administer state and federal grants. Administer grants including grant reimbursement tracking, grant accounting, project reporting to the ETSGSA JPA Board and grant provider, and preparation of all grant required documentation.
  • Prepare and present a variety of complex administrative and technical reports, recommending appropriate alternatives; follow up on action items as required.
  • Actively participate in, review, and interpret analytical work provided by consultants and present results to the Board and member agencies.
  • Conduct outreach to known and new stakeholders and other relevant agencies.
  • Develop, plan, and implement SGMA compliance measures.
  • Serve as the lead in the implementation and administration of the Coordination Agreements for the ETSGSA.
  • Coordinate the activities and meetings of the ETSGSA Board and Technical Advisory Committee, and other standing and ad-Hoc committees.
  • Participate in and make presentations to the ETSGSA Board, member governing bodies, and a variety of boards and commissions; attend and participate in professional group meetings; stay abreast of new trends and innovations in the field.
  • Monitor changes in laws, regulations, and technology that may affect ETSGSA member entities; implement approved policy and procedural changes as required.
  • Remain current on, review, analyze, and determine the impact of legislative developments, state legislation, state and federal regulations, local ordinances, trends, practices, and procedures in the field. Advise and make recommendations to Board of Directors on appropriate positions or actions to take in response to changes.
  • Advocate for effective sustainability solutions, including water supply development.
  • Work cooperatively with member entities, other GSAs, and other County, State, and Federal agencies to identify and develop programs/projects that will advance sustainability of the local groundwater resource.
  • Identify additional stakeholders within the community and conduct public outreach relating to groundwater sustainability; develop and implement educational programs, including printed materials, web site information, school programs, ads, speaker programs, and other activities.
