Salary open DOQ. Casitas Municipal Water District (Casitas MWD) supplies water to approximately 65,000 people in Western Ventura County and to about 250 agricultural users. The District boundaries encompass the City of Ojai, Upper Ojai, the Ventura River Valley area, the City of Ventura to Mills Road, and the Rincon and beach area to the ocean and Santa Barbara County line. Ventura County has been rated one of the most desirable counties in which to live, and it is also home to several of the safest communities in the U.S.

Casitas MWD is a member of the State Water Contractors. The City of Ventura is the District’s largest customer, typically supplying 25% of their water. Casitas MWD has about 6,100 direct customers, as well as some water districts who use their water on a more regular basis. The District also acts as a back-up water supply to other water agencies when their supply is limited. The District manages water supply primarily through the Water Efficiency and Allocation Program (WEAP), ensuring that allocations of water and conservation targets are in line with drought conditions. Casitas MWD has been pursuing various capital improvements that will bring access to more supply and capacity District-wide.

Lake Casitas, which gets no imported water, holds 238,000 acre-feet of water when full. The Lake Casitas Recreation Area has become a very popular destination site with over 750,000 visitors annually.

The District is governed by an elected five-member Board of Directors, each representing a geographic division of the District, and serve four-year staggered terms. The current budget is about $22 million, with revenue primarily from water sales and lake recreation permits and fees. There are 63 FTE staff, 46 PTE staff, and 71 seasonal employees. The District has three bargaining units.

Desire a bachelor’s degree in civil engineering, hydrology, environmental science, management or other relevant field. Should also have a minimum of five years of senior/executive level management experience overseeing engineers. An MPA or MBA would be a plus. Registration as a Civil Engineer in the State of California, as well as certification as a Distribution Plant Operator and/or Treatment Plant Operator in the State of California are desirable, but not required.

Familiarity with the California water industry and law is critical, including in-depth knowledge of CEQA. As such, experience in California is required. Must also be able to deal with regulatory agencies. Recreation is a large component of the District, and any knowledge and/or experience in this area would be ideal. Experience dealing with unions and some knowledge of labor law are also important.
