General Purpose

Under general direction, plans, organizes, oversees, coordinates, and manages the staff and operations of the Engineering Department; manages capital improvement projects (CIPs) for the District; prepares and manages requests for proposals and agreements for construction projects and engineering services; evaluates and resolves engineering issues; prepares CIP and project budgets and establishes project priorities; reviews and authorizes engineering drawings, tract maps, and technical specifications; manages the effective use of department resources to improve organizational productivity and customer service; provides complex and responsible support to the Assistant General Manager/Chief Operating Officer in areas of expertise; and performs related work as required.

Supervisions Received and Exercised

Receives general direction from the Assistant General Manager/Chief Operating Officer. Exercises direct supervision over professional and technical staff.

Characteristics

This management classification is responsible for planning, organizing, and managing the District’s capital improvement projects and engineering functions, Incumbents are responsible for performing diverse, specialized, and complex work involving significant accountability and decision-making responsibilities, which includes CIP and department budget administration, program evaluation, and recommendation and implementation of policies, procedures, goals, objectives, priorities, and standards related to CIPs and engineering functions. Performance of the work requires the use of considerable independence, initiative, and discretion within broad guidelines.

Essential Duties and Responsibilities

Management reserves the right to add, modify, change, or rescind the work assignments of different positions, and to make reasonable accommodations so qualified employees can perform the essential functions of the job.

  1.  Recommends and prioritizes capital improvement projects (CIPs) for the District; manages all phases of projects including planning, feasibility evaluation, analysis of alternatives, economic life cycle cost analysis, design, hydraulic modeling, environmental permitting, and construction of water treatment facilities, groundwater production and injection systems, and replenishment facilities; develops and monitors project schedules and budgets; coordinates engineering and construction activities with other District departments and external stakeholders.
  2.  Advises the District on engineering issues; develops, implements, and administers comprehensive programs, policies, guidelines, and procedures related to the engineering design and construction of the District’s treatment facilities, groundwater barrier systems, and replenishment facilities; assembles necessary resources to solve a broad range of programmatic and service delivery problems in the delivery of engineering services; participates in the District’s short- and long-range planning process for groundwater management needs and requirements; reviews and approves engineering design plans for treatment facilities, groundwater systems, and facilities to ensure conformance with District standards and policies.
  3.  Participates in assessing regional groundwater needs and ensures engineering department objectives and priorities are focused on meeting those needs effectively, efficiently, and with high quality service; directs development and implementation of departmental initiatives for service improvement/enhancement; provides day-to-day leadership and works with management team members to ensure a high performance work environment consistent with sound management principles and District mission.
  4.  Reviews engineering designs and calculations, construction drawings, and technical specifications to ensure compliance with codes, standards, and project requirements.
  5.  Develops and manages requests for proposals (RFPs) for professional and/or contracted services; prepares scope of work and any technical specifications; evaluates proposals and recommends award; negotiates contracts and prepares contract documents; administers contracts to ensure compliance with District specifications and service quality; prepares project pay estimates and reviews and approves payments to consultants.
  6.  Participates in the development and implementation of goals, objectives, policies, procedures, work standards, and priorities for the District; recommends within District policy, appropriate service, and contract staffing levels; recommends and administers policies and procedures.
  7.  Develops the District’s CIP budget. Oversee Engineering Department’s operating and capital improvement budgets; monitors implementation of adopted budgets.
  8.  Directs and coordinates the preparation of analyses and recommendations regarding policy issues and long-range plans to address groundwater basin needs; advises the District regarding policy issues, programs, and projects to meet these needs; advises and assists the Assistant General Manager/Chief Operating Officer in identifying, articulating, and implementing policies, programs, and projects.
  9.  Selects, motivates, and directs department staff; plans and evaluates performance of assigned staff; regularly monitors performance and provides coaching for performance improvement and development; investigates employee complaints; takes disciplinary action, up to and including termination, to address performance deficiencies, in accordance with the District’s personnel rules and policies.
  10.  Provides day-to-day leadership and works with executive and management team members to ensure a high performance, customer service-oriented work environment, consistent with sound management principles and District mission and values.
  11.  Prepares and presents staff and agenda reports and other necessary correspondence related to assigned activities and services; presents reports to various commissions, committees, and boards.
  12.  Conducts a variety of organizational and operational studies and investigations; recommends modifications to assigned programs, policies, and procedures, as appropriate.
  13.  Participates in major negotiations with contractors, consultants, vendors, and other public agencies.
  14.  Serves as a liaison for assigned functions with other departments and outside agencies; provides staff support to commissions, committees, and task forces, as assigned; represents the District at meetings and conferences; develops and makes presentations as needed.
  15.  Attends and participates in professional group meetings; stays abreast of new trends and innovations in engineering, groundwater, and water reclamation; research emerging products and enhancements and their applicability to District needs.
  16.  Monitors changes in regulations and technology that may affect operations; implements policy and procedural changes after approval.
  17.  Directs the establishment and maintenance of working and official department files.
  18.  Ensures staff observe and comply with District and mandated safety rules, regulations, and protocols.
  19.  Performs other duties as assigned.

Qualifications

Knowledge of:

  1.  Administrative principles and practices, including goal setting, program development, implementation, and evaluation, supervision of staff, and project management.
  2.  Principles and practices of professional engineering as applied to the construction, maintenance, and operation of a large groundwater replenishment and seawater intrusion barrier system.
  3.  Principles and practices of budget development and administration.

Ability to:

Education, Training & Experience

Education:
Equivalent to a bachelor’s degree from an accredited college or university with major coursework in civil engineering, structural engineering, or a related field.

Experience:
Seven (7) years of progressively responsible management and administrative experience in the construction, operation, and maintenance of a water utility, including three (3) years of experience focused on engineering management for a large groundwater basin.
Licenses; Certificates

Special Requirements:
Possession of a valid registration as Professional Engineer in the State of California.
Possession of a valid Class “C” California Driver’s License, to be maintained throughout employment.

Physical Demands

When assigned to an office environment, must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone; ability to stand and walk between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information.

When assigned to field inspection, must possess mobility to work in changing site conditions; possess the strength, stamina, and mobility to perform light to medium physical work; to sit, stand, and walk on level, uneven, or slippery surfaces; to reach, twist, turn, kneel, and bend, to climb and descend ladders; and to operate a motor vehicle and visit various District sites; vision to inspect site conditions and work in progress. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards, with exposure to hazardous materials in some site locations. Employees must possess the ability to lift, carry, push, and pull materials and objects averaging a weight of 25 pounds, in all cases with the use of proper equipment and/or assistance from other staff.

Environmental Conditions

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees also work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

Work Environment

May be required to be on-call and to work various shifts or emergencies on evenings, weekends, and holidays. Occasional local and state travel as needed.
