ACWA represents over 460 local public water agencies that supply water for domestic, agricultural, and industrial uses to over 90% of California’s population. ACWA’s public water agency members take seriously the mission to uphold water quality standards that are protective of public health that they are subject to, as stated in the Porter-Cologne Water Quality Control Act.1 Public water agencies retain local decision-making authority (local authority) to enforce water quality standards and recover costs to respond to contamination.
