The Association of California Water Agencies (ACWA) appreciates the opportunity to submit written comments to the State Water Resources Control Board (State Water Board) regarding the update to the Draft Water Quality Enforcement Policy (Draft Enforcement Policy Update). ACWA represents over 460 local public water agencies that supply water for domestic, agricultural, and industrial uses to over 90% of California’s population. ACWA’s public water agency members take seriously the mission to uphold water quality standards that are protective of public health that they are subject to, as stated in the Porter-Cologne Water Quality Control Act.1 Public water agencies retain local decision-making authority (local authority) to enforce water quality standards and recover costs to respond to contamination.
