Draft Extended Arrearage Program Guidelines – Comment Letter Sep 25, 2023 Comment Letters Agency: State Water Resources Control Board Subject:Comment Letter – Draft Extended Arrearage Program Guidelines Letter excerpt: The Association of California Water Agencies (ACWA) appreciates the opportunity to submit written comments to the State Water Resources Control Board (State Water Board) regarding the Draft California Water and Wastewater Extended Arrearage Payment Program Guidelines (draft guidelines). ACWA represents over 470 local public water agencies that supply water for domestic, agricultural, and industrial uses to over 90% of California’s population. ACWA advocated at both the state and federal level for funding that would assist California households and community water systems with COVID-19 related water debt. ACWA greatly appreciates the State Water Board’s efforts to expeditiously distribute those funds during the previous iteration of this program and is committed to assisting the State Water Board in improving upon that success.
