Deadline Approaching to Designate Voter for Conference General Session

ACWA member agencies have until Wednesday, Nov. 23, to submit a Voter Designation & Information Form for participation in the General Session Membership Meeting vote on Nov. 30 during the 2022 ACWA Fall Conference & Exhibition.

Accessing the form and overall information about the General Session meeting requires member login.

The Nov. 30 General Session Membership Meeting will be held at 12:30 p.m. in the Valencia Ballroom (I-IV), Renaissance Esmeralda Resort Hotel in Indian Wells. The meeting will be held to conduct a vote by the membership on proposed amended and restated bylaws for ACWA, as recommended by the Board of Directors at its September meeting.

Proposed amendments include:

  • Clarifying language to reflect consistency with other governance documents and daily operations.
  • Implementing changes to the Board Officers’ election process as recommended by the Election Task Force.
  • Incorporating California Corporations Code provisions allowing meetings to be held by electronic communication.
  • Restructuring and reformatting to incorporate a new numbering system.

In particular, amendments to ACWA bylaws affecting the association’s election process for Board officers include:

  • Moving from in-person only voting to allow members to vote remotely by email or U.S. mail.
  • Hosting a town hall webinar featuring candidates for Board President and Vice President.
  • Creating an “Elections” page on ACWA’s website to share relevant information with members.
  • Creating an Elections Committee representing all 10 regions of ACWA, along with a representative appointed by the President, to review nominee qualifications and identify a recommended candidate for the ballot.
  • Listing all qualified candidates for office on the ballot and eliminating the nomination of candidates from the floor of the membership meeting.

ACWA will be using a voting system called Live-Tally, which will allow voting using a handheld keypad. ACWA staff will be available at the ACWA General Session Desk, located in the Crystal Ballroom Foyer, Renaissance Esmeralda Resort Hotel, on Nov. 30, between 9 a.m. and 11:45 a.m. to answer questions about the membership meeting and voting process.

On that day, designated voters will need to check in at the ACWA General Session Desk between 10 a.m. and 11:45 a.m. to pick up their handheld Live-Tally keypads. For questions, please contact ACWA Senior Clerk of the Board Donna Pangborn at 916-669-2425 or donnap@acwa.com.
